Cartias Cambdoia and the embassy of India signed MOU on QIP

Morning of December 1st, 2025: The Embassy of India in Phnom Penh, together with the Centre for Child and Adolescent Mental Health (Caritas-CCAMH), organized the signing ceremony for an important Memorandum of Understanding (MoU) regarding the implementation of a Quick Impact Project (QIP) and also conducted a tour visit of the center. The project aims to “Empower young people struggling with mental health and learning challenges in schools and prisons by building the capacity of mental health professionals in Cambodia using culturally appropriate methodologies.” This will help strengthen the competency of professionals to better assist youth in schools and prisons. The MoU was signed by Dr. J. Bhoomikumar (Jeganathan Bhoomikumar), Program Director and Consultant Child Psychiatrist, and H.E. Vanlalvawna Bawitlung, Ambassador of the Republic of India to the Kingdom of Cambodia. The ceremony was also graced by the honorable presence of: – H.E. Sry Thamarong, Senior Minister in Charge of Special Mission, Royal Government of Cambodia – H.E. Dr. Or Vandine, Secretary of State, Ministry of Health – H.E. Kuy Bunthoeun, Director of Kandal Provincial Health Department – Mr. Kim Rattana, Executive Director of Caritas Cambodia As well as the management and staff of Caritas Cambodia and the medical team of the Centre for Child and Adolescent Mental Health (CCAMH). This collaboration represents a significant and valuable contribution to enhancing inclusive mental health services for vulnerable youth and children in Cambodia, reflecting the strong partnership between India and Cambodia
