Benedict, Bishop, Servant of God‘s servants, to our beloved Son Olivier Schmitthaeusler, MEP, appointed Coadjutor of the Apostolic Vicar of Phnom Penh and Bishop of Catabum : greetings and apostolic benediction !

The Savior of the World, who was born from the Holy Virgin Mary in Bethlehem, is to be announced to all. That is the reason why We, who continue the service of the successors of blessed Peter the Apostle, We turn our attention to Phnom Penh’s Apostolic Vicariate where you reside and from where our Brother Emile Destombes, MEP, Bishop of Altava, Venerable and very devoted Pastor, has requested that we give him an assistant for the apostolic ministry. We thought of you, beloved Son, and we decided to choose you for this ministry, for we know that you pay much attention to spiritual life and are also an expert in human matters. Therefore, following the recommandation of the Congregation for Evangelization of the Peoples, We exercise our apostolic authority and appoint you to this well renowned Apostolic Vicariate as a Coadjutor and as Bishop of Catabum, and We grant you all rights and duties concerning this ministry.

In accordance with the usual rites, We ask you to proclaim the Profession of Faith in front of a Catholic Bishop, the one of your choice, and to take the Oath of Obedience toward Us and Our successors according to the established formulas. Then, after having signed and stamped this formulas with your seal, according to custom, you shall be careful to send them to the Sacred Congregation. You must receive the episcopal ordination from a Catholic Bishop, the one of your choice, in the place of your choice outside of Rome, and you should be careful that liturgical norms be well respected. In addition, you will have the clergy and people know about this letter from Us so that they receive you properly. Lastly, beloved Son, We pray for you and your new mission through the motherly intercession of the Holy Virgin Mary, Mother of God, Queen of the Apostles so that “as soon as possible, peoples could receive the knowledge of the truth and be enlighten by the light of God which shines on the face of Jesus Christ through the Holy Spirit” (Ad Gentes, 42).
